Sub: Improving Mobile App (Traffic Sentinels) & Other Issues.

 

Dear Sir,

 

Refer function organized to felicitate Traffic Sentinels on 18 Oct 2016. During program many issues were raised about the quality & coverage of app, one prominent issue raised was non-inclusion of on road obstructive parking as reportable crime thru mobile app. Since this is the single largest offense impacting each & every road of Delhi badly, you promptly agreed to add this as an offense in the list. We would be grateful if you could confirm that concerned software engineer has been advised to update the app to include on road parking as an offense.

 

In addition we would like to bring to your knowledge following issues:

 

(i)   Please refer The Delhi Control of Vehicular and Other Traffic Roads and Streets Regulations 1980

(a)  As per section 2(2) parking is prohibited within 10 meters of a corner of a street/road. Which means no parking can be done on turn, cut or crossing on either side. Parking near cut/crossing is a serious menace and is a major source slowing down speed of vehicles creating huge nuisance on roads.

(b)  As per section 2(4) parking is prohibited near a bus stop. This also a universal violation happening on each & every bust stop significantly hampering movement of buses in left lane.

Both the above violations need to be specifically covered in mobile app so that public can report these for necessary legal action by Traffic Police. Segregated category in mobile app for these offenses would definitely help sentinels report these with ease.

 

(ii)  As per section 6 of The Delhi Control of Vehicular And Other Traffic Roads And Streets Regulations 1980 every vehicle needs to have 2 tail lamps one on each side. In Delhi thousands of tractor trolleys are plying and NON of them have any lamp or number plate behind. These trolleys big in size, often create dangerous situation and cause accidents on road specifically during winters (foggy days) when visibility is low. Despite our repeated reminders, over the years, Delhi Traffic Police has shown no interest in taking action against these trolleys for reasons best known to them. It is a fact that 100% of these trolleys don't have any tail lamp & number plate but traffic police is reluctant to take any action. Needs your intervention. 

(iii) As per section 127 of Motor Vehicle Act a police officer needs to remove a motor vehicle abandoned on a public place. A truck chasis has been stationery on service road in front of Hauz Khas Rose Garden (Outer Ring Road) for past so many years and is used as a mobile tower, despite several references by PWD the Delhi Police is avoiding removing the same. As a result the lane is blocked for vehicle movement. Needs direction from your office.

First of all thanks and appreciate your prompt action on toilet issue of Sec-6 park. 

Secondly, this is to inform you that there are few open potholes which are real threat for walker near gokul garden, sec-7 (pics are attached for your reference) around the park. This DDA park is majorly used by local residents and children. 

I would like to request your goodself to kindly treat this matter urgent to avoid any untoward incident as Precaution is better than Cure.

About Dwarka: Architect Division


In Dwarka there are no slopes at entry & exit point for convenient walking of pedestrians at footpath, at most places height is also more than prescribed 15 CM, no bollards fixed at entry & exit for vehicles to prevent climbing footpath. While this can happen in Connaught Place why not in Dwarka. Are New Delhi Municipal Council engineers are superior than DDA or there is some other problem.

In this back ground please provide to the point information:


1.     It is an error & incompetency on the part of architect division which has designed the walkways?
Or
It is an error and incompetency on the part of civil wing which has constructed these footpaths as per designs provided to them?


2.       In Dwarka we find that at walkways people have carved out ramps. There are 2 types of designs of ramps -  First where slope is contained within the width of footpath  and the Second one where slope starts from the footpath & extends a few feet on adjoining road encroaching on road (refer attached photos mailed to sro...@dda.org.in). Please inform which design is approved & acceptable as per DDA policy?

As a result of nationwide Income Tax raids on black money hoarders large sums are being recovered in new currency notes. While this large sums are being recovered crores of people are standing in Q wasting their precious time in front of banks to face acute shortage of new currency notes. It is understood that as per legal process the money is not deposited in banks but stored as a proof for producing in court. Now in view of availability of electronic recording this storage may be avoided in larger public interest. In this back ground please inform:
(i)            Whether this new currency so confiscated in raids is stored by Income Tax Department/Police in their warehouse for indefinite period or is being deposited in banks for recirculation among public?

Refer your recent fee refund notification dated 6 Dec 2016. Apparently it has been stated that this has been brought to help students against whimsical deduction of fee & handle non-refund cases by private Universities. As per earlier notification dated 23 April 2007 a deduction of Rs.1000 was applicable for withdrawal of admission before joining course. Even if a student withdraws after joining he was entitled for proportionate refund if sanctioned strength is admitted in the course. However, as per new guidelines there is a minimum deduction of 10% fee University can deduct in the name of processing fee even for withdrawal any time, that too on aggregate fee. For example if a student deposits Rs.50000/- with a University in April to secure admission against a semester fee of Rs.1,50,000/- for session to begin in July. Now if the student withdraws in May - he would face a deduction of R.15,000/- against a sum of Rs.1000 as per earlier rules. The deduction of 10% on aggregate fee is much higher than the earlier amount of Rs.1000/-. The concept of aggregate fee is new one and is totally in favour of University without any rationale. The new system does not specify anything about Hostel fee nor define aggregate fee. Further in new system the student looses 100% money if he withdraws after one month of last date of admission even if the University is operating at above the sanctioned strength. The notification does not specify what will happen if a University admits student even after last date of admission. This is surprising as the new notification starts with the plight of poor student and claims to call it an initiative to safeguard the interest of students and curb the profiteering tendency of private Universities. In the absence of any description to justify the higher deduction the notification is not a speaking one and primarily appears to be highly in the favour of private Universities. In this back ground please inform :

(i)            The justification & rationale recorded in the file noting for notifying this excessive higher deduction applicable on withdrawal of admission by student?
(ii)           What is the meaning of aggregate fee?
(iii)          What if a University takes admission even after declared last date of admission?

I recent passed through Manesar Toll Plaza on NH-8 coming from Jaipur side on 10th Dec 2016 evening. At toll plaza it took up around 20-25 minutes to pass through as the waiting line was very long. The Q was around half a kilometer. It is understood that as per court orders any toll plaza has to be made free if the length of pile up exceeds certain meters. In this back ground please inform:

Please provide following information under RTI Act. 
Delhi government had issued notification to ban the usage of plastic bags in way back in 2012. However immediate after notification the implementation of notification was put on hold by Delhi High Court through a stay order. Till date Delhi Government lawyers have failed in vacating the stay order imposed by High Court. In view of the fact that on one hand High Court itself is subject to several pollution related petitions and also there are several states in Indian where there is complete ban on usage of plastic bags -  this prolonged delay in court is little surprise. In this back ground please inform:

(i)            Number of total hearing held in court since imposition of stay?
(ii)           List of counsels who have represented Delhi Govt. in court till date?
(iii)          List of counsels who have represented the opposite party in court till date?
(iv)         Total amount spent by Govt. to fight the stay order till date?
(v)          Is there any move by Govt. to pass comprehensive legislation to ban the usage of plastic as is the case of Himachal Pradesh & several other stares?

Dear Sir,

Sub: Day to day maintenaace work. 

Please refer attached photographs (1, 2 & 3), this is service road between plot 13 & 14 sector-12 where repair work was done only a few months ago and the whole cemented floor has gone. We are really surprised why learned engineers are failing repeatedly in providing quality work to citizens. Civil engineering is a noble profession and such continuous failure has degraded its respect in our mind. How come DDA engineers are not able to hold their collars high and are falling prey to contractors wishes every time.

Request examine the stretch and get sample lab tested to find out the deficiency in material to that cost could be recovered from erring contractor/staff and stretch repaired.

Please also see attached photographs (4 &5) these are the potholes standing there for past more than 2 years in front of plot 13 sec 12 and our repeated reference to DDA officers have not been able to yield any results. Now we understand that every executive engineer has to file a declaration with CE DDA every fortnight confirming that there is no pothole existing in his jurisdiction. We request you to get it repair before you file next such declaration with CE.

Delhi Police and Dwarka Forum meet on 26th Nov16



A team of Dwarka forum Members met Shri Surendar Kumar,  IPS, DCP South West District on 26th November 2016,  Saturday at his office in Sector-19, Dwarka. Various matters concerning law & order situation in Dwarka were discussed during the meeting.

ACP Dwarka Shri Kishan Meena was also present during the discussions.

Shri Suderndar Kumar, DCP appreciated the working of Dwarka Forum, and gave patient hearing to the problems raised by DF and offered cooperation.

Encroachments in Dwarka Sub City:

DCP was briefed about the increasing encroachments in all parts of Dwarka including Sector-7 near Brahma apartments & encroachments in markets. He promised to take action.
He also emphasized the need of regular interaction with ACP  Dwarka / SHO's of Dwarka / ACP Traffic for quick and regular feedback to make the things right. 

Delayed response by PCR:
Delayed response from PCR Vans, was also highlighted.  DCP acknowledged the findings and stressed the need to reduce it.  DCP asked ACP to meet PCR team and to coordinate movement of PCR vans.

Police Patrolling by PCR / Beat Motorcycle:
On the issue of visibility of police patrol party,  DCP directed ACP to organize briefing of patrol party twice in different part of Dwarka to make it effective.

Tenant Verification:
DCP agreed to conduct special drives of tenant verification in sectors 8, 12B, 17, 23, etc. to control unauthorized residents in the area and he directed ACP to complete the process.

Noise pollution from Community Hall:
Nuisance and Noise Pollution due to DJ, Dhols, Band and Crackers etc at community centers during wedding functions was also discussed. He directed ACP to give special attention on community centers at Sector 12 and 8. DCP further instructed ACP to tighten the system in community centers and to ensure that sound systems are shut at 10.00 PM else DJ System should be confiscated.
 
Traffic Issues:
On traffic issues another meeting to be held soon with ACP Traffic to discuss about traffic problems, poles in front of traffic signals, etc. 

Twitter account of DCP South West:
DCP advised DF team to tag him on his Twitter handle (surenderkr_ips) for instant update and resolution. 


On issue of Thana Level Committee, DCP accepted that DF deserves a place in it and this will be done in due course.
